Moto Youth and Rally to the Cause

Moto Youth gets +1 military strength during the first military conflict of the round. Is that the first resolved military conflict or the first declared military conflict?

For instance, let's say my opponent is first player and I have Moto Youth at home. Opponent uses his first conflict oppurtunity to declare a political attack against my Rally to the Cause province, switching the conflict to military. If I defend, does Moto Youth receive the plus one or no as it was a declared political conflict? If I don't defend with Moto Youth have I just forfeited the bonus for the rest of the round?
