In the "Force Power Tree Unleash" I don't find the power for lightning (Palpatine).
Which ability is exactly?
What kind of career and specialization is Palpatine?
Is Palpatine a Human from the planet Naboo?
Is it known where he was born and from who?
How to increase the PC's Force level?
Is correct that for each Force level a PC may use one Force dice? So, if a PC has Force level 3 he can use 3 dice?

Did ya read the Core Rule Book? - Most of your questions are answered with in it.
Chocke can be utilized by narrating "Harm or Bind or even Move (a bit odd)" (with appropiate upgrades of course)
"Unleash" is the "Force Lightning"
Yes Palpatine was from naboo (ever saw "Episode I - Dark menace?")

There is no official typus of wht class he is... most like him as a Advisor/sage/seer hybrid, but he can everything you need.
remember if you stat it, it can die!
To increas Force Rating you have to buy the force rating talents... and yes the FR dictates the possible maximum od white dice for forcepowers.

Look at Force Power Tree: Bind.
It shows you able to immobilize and oppoent, and do 1 wound per dark side pip used (ignoring soak). With Mastery you can also do critical injuries.
Force Power Tree: Heal/Harm
It shows you able to directly do wounds and critical injuries
Don't really agree on Move, but you can throw people with it to do damage.
There is no Force skill called choke.
You can buy +1 Force Rating as a talent on many Force and Destiny Talent trees, and one talent tree in each of the other lines. The cost is usually 20 or 25 XP, but depends on the tree.

Move has a Control upgrade (Fine Manipulation) that allows you to use the Force Move Power to do whatever you can do with your hands.
Hence, you could make a Brawl Attack using the Force Move Power to choke someone.

Hey, you know, I'd never considered that before! While I doubt the designers would 100% agree with that, I think that's a perfectly valid option, and I approve!

For most PCs it's probably a worse option; it would require a Skill check every round (in addition to Power check), the damage gets Soaked, the damage isn't augmented by the Power, it doesn't prevent them from shooting back like Bind, it's categorically worse to achieve the effect in every way - unless your PC already went heavy into Brawn/Brawl. And EXCEPT that it can be done through an already very diverse and powerful and useful Power, that you probably already want/have.
Mechancally tho, there is no reason - or grounds - to not allow it, IMO.

If you wanna do what Darth Vader does with choke, then Bind is what you're looking for. Harm is more like the cruciatus curse from Harry Potter...it's derived from your Intellect and Medicine, and involves inflicting pain in a heinous way, twisting your targets' innards around and such. Not Vader's style.
Vader also has the Move power, of course, but if you pay attention to the descriptions of each power, it's easy to see what the developers were going for with each power. Bind has all the style and mechanical effects you'd expect with Force choke/grip.

Jup, those look pretty fitting. Judging from the way the Magus is described in the Unlimited Power preview, he might be one as well.

Step 1: Get a whole lot of XP.
Step 2: Seriously, like thousands of XP.
Step 3: Be sneaky and conniving, and set up an alternate identity for yourself, and engineer a galactic conflict to give you more and more political power and public approval.
Step 4: Overthrow the Republic and become Emperor. Kill anyone who stands in your way. You have thousands of XP, what's stopping you?

But if you're looking to start somewhere , probably go with the Niman Disciple specialization. It's bread and butter for the standard Jedi/Sith archetype. Lightsaber usage, Force-fueled antics, and there's a Force Rating talent in there. Then for additional specializations probably pick up Arbiter , Politico from Edge of the Empire, and Seer . And don't neglect Force power progression. Foresee is a must. Get Unleash as soon as you can, and of course the standard Move/Sense/Influence package. Enhance if you can afford it, as well as Ebb/Flow, Suppress, Bind, Farsight...y'know, basically all the Force powers
Seriously...lots and lots of XP. That's how you become as Darth Sidious
You would need to combine the Niman deciple spec with the advisor spec and the shadow spec. Niman gives you his light saber abilities while advisor gives him his political know how. You need the shadow spec for 1 reason, it has the shroud talent. Palpatine would never have been able to have all those meetings with the council without it.

Ugh. Late to the show, when I ran my game the one thing I didn't allow was purchasing of force ratings. My players being experienced had the habit of twinking a bit and to keep things under control they didn't get to just add FR as they chose, sure there's the extra career/spec they need to buy into. My players were quite patient and good at thinking things out.
Your mileage will vary based on your group.

Are you talking about disallowing the Force Rating talent? Or disallowing of players trying to pull homebrewed "buy straight Force Rating for XP" shenanigans?
I go with disallowing the force rating talent. I've had a few players now make a beeline for the FR then immediately swap careers and repeat. If done properly this can create an On Screen NPC in a fairly short time. If I remember correctly, it costs about 150 XP to get to a +FR in most trees and I tend to award high XP (25, occasionally higher for exceptional badassery or killer RP) because my groups aren't mooks. If I reduce XP (which I have tried) progression slows to nearly a crawl taking a handful of sessions to make any meaningful improvements.
What I've found makes things a bit more enjoyable and book/comic believable is to completely control FR based on accomplishments, force use, off screen RP (Facebook groups/slack/discord) then when it makes sense to increase a PC's FR by a point they feel like it took some serious effort to do so, not just walking the proper line through a talent tree.

First, it seems like you posted a response to a different thread in this thread... the on-topic thread that was about allowing PCs to acquire FR thru straight xp purchases appears to have gone missing(?).
Second, this is the most coo-coo-bananas, bass-ackwards, approach to "balancing" this system I have ever seen. But I guess if it works for your table...

Last question of the OP was " How to increase the PC's Force level?"
I've had a minimum of one system breaking PC every time I've run the game, I also tend to run larger groups so there's no real play to the weakness of the twink. What the twink sucks at he/she has 4 or 5 other members who don't suck at the same things. Sure I could curb XP, but that doesn't do a whole lot when you have a player who really knows the system and prefers min-maxing to taking risks. Remove the usefulness of force powers? Sure this is an option but it also nerfs the other force users. Also this doesn't apply to force dice being used with talents.
