There's a crit in the original damage deck (the name eludes me) that says when you next attack, do not roll any dice. Would this still trigger Turr Phennir's ability? He still makes an attack so my gut says yes.

Yes, old Blinded Pilot allowed you to still trigger any "after attacking" effects. Up to and including Gunner, which allowed one to sidestep it altogether.
