Personally, I think I'd swap VI and TT on Kylo for PTL and Primed Thrusters, and drop Advanced Slam to put the First Order Vanguard title on Kylo -- he's so valuable he needs the extra insurance.
I'll get rid of the ASLAM and give Kylo the title, but the FCS-TT combo is absurdly good.
Downgrading to PS6 makes 3pts, Wich all become awsome upgrades on a Silencer.

Probably the uniques, Kylo's PS makes him almost unhittable, and Blackout can get some great shots when positioned right.
I would give Blackout the title, she needs some passive dice mods badly. I agree with ditching VI on Kylo for PTL, but Threat Tracker vs. Primed Thrusters is really up to you. My choice would be TT, as if you get out-PSed, you can still dodge.
That doesn't really give room for a proper Nu, so you could use a striker or a cheap tie like Howlrunner or Epsilon Ace instead!
