So... what exactly does this do at all that Dedication doesn't already? It costs the same. It does the same thing.

Dedication can only be taken once per characteristic. I believe this is an attempt to allow a low characteristic (1, in this case) to be increased twice . Once with this talent and once with Dedication proper.
I'd be disinclined to use this. Raising a "liability" characteristic from one to two is already a pretty major achievement. And I think players in any game would be more likely to spend their Dedication talents on characteristics that were already useful to them. In the rare case where someone deliberately started with a poor score in a primary characteristic as a roleplaying choice, I might allow an exception to the "one time per characteristic" rule, but even then the regular Dedication talent would be fine.

No, they don't. Dedication lets you raise each stat one time each. That's it.
With this lesser one you could raise a stat of 1 all the way to 3 when coupled with Dedication. With JUST Dedication, that one will max out at 2.
Basically, it's to allow someone with a stat of 1 to raise it enough over the course of a campaign to be slightly better than average, but less than super human.

Right. And Right, but the low characteristic would still be maxed at 3. Gonna have to give this more thought.
I like the talent but I don’t think it should be tier 5. It just doesn’t seem to compare to the other tier 5 talents. I would probably have it at tier 3. Tier 4 at the highest.
