As has already been said, hero side missions from any campaign can pretty much be brought to any other campaign. There is a time period feature that is supposed to limit some heroes to various time periods, but it appears to have been dropped after Hoth.

As far as I remember, Han is the only ally that isn't able to be brought to Hoth. And since heroes no longer come with associated time periods (few ever did, anyway) there really isn't any reason to restrict this unless you want to play thematically or follow this dropped rule to the "T".
