Can Arborec ground forces produce in an activated system from the capacity of say a dreadnaught thats ended its turn in an empty system?

iirc, in the third edition, covered somewhere in errata, Arborec GFs could not produce if they have been moved during this activation, but were able to produce from withing the ships(and into the ships from planets). Perhaps someone can clarify if those things were changed in 4-th edition.

59.1 - first bullet point:

"If the active player has multiple units in the active system that have the “Production” ability, he can produce a number of units up to the combined total of all of his units’ production values in that system."

nothing said about GFs position in the system

P.S. heart-warming to see that Arborec production shenanigans made it safely into 4-th edition
