Agenda cards clarification

Greetings, fellow TI players.

I'd like to pose several questions about agenda cards.

1) Classified document leak law: can the player who scored the secret objective that became public, after the law was passed, score it again (as it is public now)? Does that played (whose secret objective became public) can complete only 2 more secret objectives in this game, or his secret objective completion limit in now 3 again?

2) Wormhole research directive - for scenario: does it work for ships in systems with D wormhole (if yes, will the system with Creuss flagship count too)?

3) Wormhole reconstruction law - against scenario: if Creuss are in play, do all players place command tokens into Creuss HS and Creuss Rift systems?

1) We had the exact problem/case in our game yesterday. We allowed the player to score the objective a second time, but I reread the rules today and I think that was a wrong decision. In the manual it says: (page 17):

"When scoring a secret objective, a player reveals the objective by placing it faceup in his play area. Then, he places one of his control tokens on that objective’s card and advances his control token on the victory point track a number of spaces equal to the number of victory points he gained."

Since you placed your control marker there, I think that you cannot score it again even though it is now a public objective. (If you did it would contradict the rule that you cannot score an objective with your marker on it a second time.) In our case we had forgotten to place the marker, since it was revealed on our area and we did not think that was necessary. But in cases such as this placing the token is important!

Regarding the limit of secret objectives, I believe that it is clear that you can now score an extra secret objective since the old one is not a secret objective any more. The rule says that you must never have more than 3 secret objectives at any point (scored or not).

Regarding questions 2 and 3 it would help to provide the exact text of the card? I do not have the game with me, so it would help to see the exact text of the agenda card.

Your clarification on the Classified document leak law is logical and the rules reference cements it. Appreciate it.

- Wormhole research - (directive)
For: Each player who has 1 or more ships in a system that contains a wormhole may research 1 technology. Then, destroy all ships in systems that contain an alpha or beta wormhole.
Agains: Each player that voted "Against" removes 1 command token from his command sheet and returns it to his reinforcements.

- Wormhole reconstruction - (law)
For: All systems that contain either an alpha or beta wormhole are adjacent to each other.
Against: Each player places a command token from his reinforcements in each system that contains a wormhole and 1 or more of his ships.

Regarding 2:

To my understanding D is a wormhole, but something that affects specifically alpha or beta wormholes, would not affect a D wormhole.

So in the Wormhole research - (directive) a player with a ship in D wormhole would research 1 technology but would not destroy any ships. I do not know if this was the intention of the designer but this is my RAW interpretation of the rules at the moment.

Regarding 3:

Again using the same mentality: a D wormhole is a wormhole. So yes all players, that have a ship there , should place command tokens into Creuss HS and Creuss Rift systems.

4) The Creuss home and gate systems are eligible to be affected by Wormhole Reconstruction, but keep in mind that a player only places a command token into the system if his own ships are in it. The most likely scenario is that the Creuss will be forced to activate his own system in this way (the other players won’t, though, since only one faction can have ships in a system at any given time).

We recently had issues with the wording of this directive. If the directive is voted For, then we saw two possibilities:

1: Players with ships in wormhole systems MAY or MAY NOT research 1 tech. THEN all ships are destroyed in alpha/beta wormhole systems, regardless of whether they researched tech.

2:Players with ships in wormhole systems MAY or MAY NOT research 1 tech: THEN all ships are destoyed of that player if they researched tech, but if they did not then their ships are fine.

My personal opinion is option 1. Thoughts? Also how did you get an official answer, twitter?

Based on Dane's clarification, your interpretation 1 is correct.
