Shrine to Taal more amazing?

Shrine to Taal - Forced: After your turn begins, choose one target unit in this zone. That unit gains P for each of your developments in this zone until the end of the turn.

I'm sure everyone knows what it does, but someone asked me today, "Does this work to pump my unit before I generate resources"? I looked at it, and I said, "I guess so since there is that action window before the kingdom phase now".

Am I correct in my interpretation? Is Shrine to Taal super uber amazing now? Or is this how it has always been and I just missed it?

It has always been that way. Yes, it's really good.

Just make sure you don't read the card wrong like I did for half of a game. It only affects units in the zone it is in not another one. I had it in my kingdom and was pumping up a unit in my battlefield until half way through when I realised I messed up and had to call off the game due to the error.

One of the favorite combos of Empire players is using the Shrine to power up Johannes Broheim in the Kingdom and collect X resources then move him to the Quest to draw X cards then move him to the Battlefield to attack with extra X power (X is the number of developments in the Kingdom). At the end of the Battlefield phase move him back to the Kingdom and do that all over again next turn. Don't forget to put a development in your Kingdom during your turn so next turn X becomes X + 1.

If you really want to boost things up put in the card that forces you to put in one development a turn so you can put in a second one and get 2 a turn.

As a remainder : Shrine effect is "Forced", it doesn't require an Action Window (which allows players to take "Action") to get applied.

It would be more amazing if it could combo with Temple of Shallya but since Shallya's text specifies the you can move one unit at the beginning of your Kingdom phase and that occurs before you collect resources, there's no combo in this case.
