Torani Kulda - can you discard 0 tokens to avoid damage?

Here is the card text: After you perform an attack, each enemy ship inside your bullseye firing arc at Range 1-3 must choose to suffer 1 damage or remove all of its focus and evade tokens.

One group says you can discard 0 tokens if you have no tokens so you take no damage. I am under the impression this works the same as Pulsed Ray shield where you have to have the tokens in order to use that part of the text. If you have no tokens then you automatically take the damage.

Yes, you can choose to discard tokens even if you have none. All of zero is still all your tokens.

If you read it the other way, then most ships will never be able to dodge the damage because you'd need to have Focus and Evade tokens to discard. Thus anyone without access to both actions and the action efficiency to get both at once could never satisfy the condition.

It doesn’t say you have to have both to discard. It says you have to discard all focus and evade tokens you have on the ship. There are plenty of ways to get evade tokens on ships that don’t have the evade actions. If you don’t have evade tokens then you would discard all your evade tokens and if you have no focus then you discard your evade if you have them.
