I have also noticed the sort of weird punishing when one part get the charge in and the other doesn't. Trying unsuccessfully to visualize a battlefield where two adversaries charge each other but only one actually attacks. I understand that the rules says that Move orders are ignored when in contact, but would there be a balance issue if a charge modifier = attack in these situations? Would definitely be less frustrating, but maybe less strategic? Using the red attack would still be more beneficial as you get a red modifier.

I like this idea. Maybe if when you are charged, and therefore cannot charge back, you can attack but minus 1 dice? It certainly would be more friendly...but war isn't friendly so...

I hate this idea, simply because it opens all type of units to really early attacks. My Leonx can now attack at initiative 2 every turn (with Raven's Tabbard) etc.

It throws the whole balancing of the game out the window.

Fair enough. Maybe it can only be used if you were charged that turn.
