Spynet Tokens and Base Defense: ion Cannon

I just wanted to confirm I got the order right...

From the way I read the order of things is that the Spynet tokens would be used before the ion Cannon tokens are placed correct? or can the spynet Tokens be used to move a ship after the ion tokens are placed. For this objective it makes a huge difference.

Ha, like you expect an easy answer to a CC question when I don’t get coffee,...... ?

There Are two thought:

Wording intent is the same, so same timing: Break it on Initiative, in which case, 1st player Spynets, then 2nd player spynets and Planetary Ion Tokens in their choice of order. This preserves Ion cannon as a premier base defense effect.

The second way is to assume wording intent is different. If you allow spynets after ions, you allow 1st player to “dodge” it. This CAN be useful if your play group considers Ions to be the hardest base mission to crack and wants to take the edge off it.

We don’t have “intent” from designers on this one, and bring CC, it’s up to your group to come to a collective or executive decision.

(This is a question with two legitimate potential, but no official interpretation answers)

Great more ambiguous rules that FFG has come out with .... they seem to be very bad for this across all their games.

Campaigns are the most forgivable format for them.
