The compltionist in me says yes, the guy who's played these games and knows how many you'd need and he clutter they would become says no.

What he said. Normally in the games I use these they end up representing morale or suppression markers, because otherwise it gets silly.

Aw, come on. I'd love to see a box of rebel troops that are decapitated, cut in half and/or have big holes in their chest.
They could call it the Victims of Vader expansion.
Some fallen soldiers would be nice as some kind of mission objectives.
Just for vehicles, as they can then become terrain pieces for cover etc. and it looks cool with flames and smoke etc.. For infantry no, especially playing as the Empire I'd need like 200 casualty miniatures (every rebel shot fired kills 4 stormtroopers, you know its true), and they'd just be in the way of movement etc. and serve no real purpose.

Meh, you could create a better effect for less money with pieces of painted poly-fiber, you can even get some cool lighting effects using small led tealights instead of using paint.

I would love to have some dead or injured troops, not as casualty markers, but as scenery to add some character to the play area.
Everyone knows that when storm troopers die they fall down pits so there are no body strewn battlefields after the fact. You may say that only happens in the Deathstar, but I ask you, how many dead bodies do you see on the battlefield after Hoth or Endor?
Imps simply have a very efficient waste disposal system, as also demonstrated on the Death Star in ANH and the ISD in TESB. This prevents the other stormtroopers from getting demoralized from all the stormtrooper corpses that would otherwise litter the battlefields.
Stormtroopers are also programmed not to wonder about the origin of their protein shakes.
