TIE bombers and Ruthless Strategists are best friends!
I did a TIE bomber and ruthless strategists spam list and it felt really *really* dirty. So much unavoidable damage.
As for phantoms, I like them but they don't always perform. They're a unit that when everything goes according to plan, are AWESOME. But they can be pretty lackluster when things don't work out perfectly (and do things ever go perfectly?)
If you're at a disadvantage in the squadron speed or activation game and they get jumped on, losing 14 points in 4 hull is a real downer.

I always felt phantoms should be immune to attack until they have made their first attack. To simulate being completely invisible until they decloak & having a great first strike capability.
The rules as written give the phantoms a post-attack action, in effect to disengage (which granted, fits with the idea of a cloak) but not at the expense of that missing first strike.
I would be happy with "always counts as obstructed" or "-1 die against them" so they can benefit from that and obstruction. The way cloak works now is just kind of meh.
