Hi. Can you point me in the right direction on this?

Say I put a character into play and place 2 fate on the character.
Later, I want to play an event for 2 fate. Can I use the fate on my character to cover the cost? Or is that 2-fate investment basically locked onto the character?

Fate

The amount of fate a player has available at any given time is represented (as open information) by fate tokens in his or her fate pool.

Therefore, fate not in your fate pool is not available to you.
