I strongly suspect they might be waiting and seeing how well this initial publication is received before throwing money at a wholly new product line.

Speaking of adversary decks, anyone have a good tool to make adversary cards? I might be planning some major conversions.

They don't really 'do cards instead of books'. All of the adversaries in the card decks were pulled from sources already published in the various books.
