Ok quick question. If someone uses valk turn to "deal" damage to their opponent thru its E. But the attack itself is either blocked or deals zero damage, can valk turn still go to momentum?

No.

Vitality Loss is not dealing damage.

Valkery turn cannot go to momentum because of it's E. It still need to do at least 1 damage normally.
