Regionals are just like a Store Champ for registration? You just kind of register via the store or show up right?
It depends on the store. The larger regionals require pre-registration to guarantee a spot. But all of those policies are put out by the store hosting the event.
Wait, wait...Wave 7 is going to happen sometime between 11/25/17 and 3/25/18, and when it hits, they are live and can be used.
Wouldn't most games just say that Wave 7 isn't valid for regionals? To drop a wave mid event and totally mess with the meta without any lead time is kind of dirty isn't it? Some players early on don't have to deal with it, others later on will.

Expansions are tournament legal upon their release date. Yes, it would mess with the meta, but they probably don't care about that, or see it as feature rather than flaw.
But, I'm with @Marzaums , and not holding my breath. The wave is still 'In Development'. If it went to 'On the Boat' now, I'd say there'd be a good chance that they'd arrive on time before the end of March. However, they still have to go to 'The Printer'. before they go on 'The Boat', and then it's another couple weeks while they're 'Shipping' before they're in 'The Store'. Of course, the Upcoming page might have misinformation, but in my experience the supply lines are a lot slower than our hopes and imaginations want them to be.

At least they are conscious it will happen and are warning people

I dunno, I'm kind of on the fence. I like seeing new stuff on the table, so I probably slightly prefer it this way, but I can definitely sympathize with the frustration of having your finely-tuned fleet zorked right before its reckoning too.
And it's not really "without any lead time." You know it's coming, same as everybody else does. It's still an even playing field. And you've got previews, so at the very least you can try proxying upgrades ahead of time if you're concerned it's going to drop before your Regionals.

Aren't Regionals 'Formal Tier' events? Doesn't that mean that the new stuff is legal right upon release (so, the weekend right after the fateful Thursday).
BTW, I didn't know that you were going to be attending our Regional. If I had, I would have made it a point to introduce myself in person. I think I heard someone talking about San Antonio, military, and wife being from the PNW. Was that you?

Oh, you were the one with he crappy mohawk! Well, that was hard to miss. I was the one proudly wearing the Empire's symbols, but not-so-proudly getting my rear end beat.
And to think... two years (or is it three), I used to rule this town - even beating @shmitty at his own (relaxed-tier) tournament (once).
