I been having some fun playing a Tec-Priest, but been having some confusion...

1) Some Talents seem to imply you are getting cyber for free just for paying for the Talent.

2) Some Cyber seems you just need to pay for the Cyber piece.

3) Then there are Cyber you need to have the Skill, Talent, and Thrones to just get them.

4) And then there are some Cyber that have an available of " Tech-Priests ."

So I am not confused but basically it means that there is no one single way of getting cyber?

I think you're confusing a few different categories here;

First, there are a few talents that Tech-Priests only have access to that are said to be from bionics. These are things like Ferric Summons and Maglev Transendence. These only have an XP cost though I would say as a GM that if a Tech Priest wants them they're going to have to spend some downtime on the installation. However, that's not said in the rules.

Second, there are bionics. These are metal parts that you can buy and install on your character. Some of these can only be installed on Tech-Priests, like Mechadendrites. Others, like bionic limbs, can be put on any character if there is space.

Third, there are the Tech-Priest "Mechadendrite Use" Talents. These make a Mechadendrite type able to be installed. However, they do nothing by themselves.

That would be one way to interpret it, and wholly justifiable. However; and this may just be my interpretation, but all those talents require implants the Tech-Priest already has. They seem more a matter of developing new ways to utilize said implants through differing applications of their base functions.

Well, I guess it depends on the Talent. All the Electroo skills seem to be already installed but Orthoproxy or Rite of Pure Thought, for example, doesn't seem to be. You could go either way, really.
