Tycho and Jake get triple actions at PS9. Arvel and Gemmer are cheap and Arvel can drop to PS5 to allow flexibility with Gemmer if PS7 isn't needed. The list does come to 100 points, though, so there's a little wiggle room in the mods if you want a bid.
