I have a question about young rumormonger ability. When some character becoming honored (e.g. "Honored General" enters play and use its ability) can I interrupt and dishonor other characters instead of honoring "Honored general"?

No. Rumormonger changes who is being honored or dishonored, but it doesn't turn an honor effect into a dishonor or dishonor effect into an honor effect.
