That's how the deluxe expansions for all of their competitive LCGs work, so there's no reason to expect his will be any different. The others factions will get their deluxe boxes, too. It's not like they would do only Phoenix and leave them with a permanently larger cardpool than everyone else.
Personally, I would rather start with Mantis or Shadowlands/Lost/Spider getting introduced before a box focusing on an existing clan, but if the rumors are true, those are coming eventually, too.
