Capitol Ranger question

sorry if this has been already answered...

the Capitol Ranger ability to move after a command card is played, triggers only if the card is targeting the Capitol Ranger itself, or literally anytime a command card is played?
(with matching symbol and by owning player, ofcourse).

It triggers every time a Capitol command card is played by the controlling player. And it triggers for ALL the bronze rangers you have in your army.

The secret I've learned to figuring out CCG and CMG rules since they are brief (I'm complaining) is not to read into them.

As long as the card is a Capitol or "bullseye" that is resolved, you may move him one space. Now I haven't looked, but I'm sure not all Capitol Command Cards aid them but instead hurt the enemy. So you just need to play one successfully and you get the reward of movement. But that's just my opinion and maybe a more experienced player can confirm your question.

Though the word Resolve always has me concerned. The Dark Legion has a card that can negate any other card as long as the figure using it is within 4 hexes. Which I think in my opinion means if used successfully that the other player has not resolved the use of their card. But then again I may be breaking my original instructions of don't look to deep into the instructions.

Good point about not reading into the complexity. I had to learn that with my first ccg last year.
