I've scoured the rulebook (ok read it pretty carefully twice), done some google-fu, and I can't find the the answer. Is it possible for no one to vote on a particular agenda during the agenda phase? If so, what happens?

If everybody abstains or there is a tie, then the Speaker must choose the outcome.
We had this almost happen in a 6 player game, it does come down to the Speaker breaking ties (even 0-0 ones) as MikeEvans stated
It happens more frequently in TI4 due to the nature of voting. The Speaker votes last and can spend just enough votes to force a tie and then decide it. That one vote could make all the difference in the second vote.
Riders are action cards that says you cant vote but if you predict the outcome you get some bonus..
so no one vote what happens, we consider thta the speaker choose the outcome as it's say but does teh player who play the rider card as the bonus because there is o vote for or against the agenda???
And what happens for the necro ability to predict which outcome as the biggest number of vote???

1) yes, because you have to predict outcome, not votes etc.
2) I dont understand it. Write it up again please. it works bassicaly the same. Choose outcome. Not who voted yes/no, nor how many votes.
In the unlikely event that noone casts any votes at all the vote would technically be a tie and as such the Speaker would break said tie by simply choosing an outcome (=result).
Since the Riders are dependant on an outcome and not a vote, the Speaker would be in a position to take bribes to choose in favor of a specific outcome and any attached Riders.
