Well the first problem with HotAC is it is an unsolicited unofficial product that uses the Star Wars IP and X-wing miniatures. So there FFG can't simply use HotAC without consent of Disney and sending a few C&D orders to HotAC. Now with FFG and Disney there currently is no need for them to shut it down because it doesn't directly compete with their product and it encourages purchase of their products. So in a way it is tolerated use of IP.
Now the biggest theater of X-wing (for better or worse) is the competitive play. For Imperial Assault which the app is used for is the adventure campaign. Now with the descent it has a GM but the rules are a little more tame so the DM can;t just kill you out right. But then that forces the DM always into the role of the foil. So using an AI to run the villains and the campaign makes the best sense. But again for skirmish or competitive play there is no need for an AI because you have an opponent. In there the development is to try and ensure everyone is on as equal footing as can be with different units.
Now if FFG decides to start making Rebel campaigns much in the same way as Imperial Assault and HotAC it could happen. Maybe they could tie in the IA campaign with some X-wing skirmishes. But to be honest I don't see any official X-wign app other than an official squadron builder. which is sorely needed thanks to all the erratas the FFG has undertaken.

There is one already as it happens.
But yes, I'd love to see a 'proper' equivalent with an AI (especially since said AI could potentially be a bit 'smarter') and a HotAC equivalent campaign but I fear it's unlikely for the reasons @Marinealver suggests.

Check the FFG news page and a pleasant surprise you will find. It will be free, and published by FFG. Have not got the timeline yet on when it will be released, but it's in the PDF manuals now.
