attacker declares a military attack, the province turns out to be "rally to the cause" so the conflict type is switched to political. The attacker looses.

Questions:
1) Can the attacker play "vengeful oathkeeper" ("Reaction: After you lose a military conflict - out this character into play from your hand")?

2) Does the conflict count as a military or a political conflict? Or put differently, can the player who attacked declare in his next conflict opportunity yet another military attack?

You cannot play Vengeful Oathkeeper because the conflict is no longer military. Essentially the only thing remaining is that it was originally declared as military. And that only matters for your next question.

You can declare one conflict of each type. If the type changes, it was still declared as its original type. In this case you would only be able to declare your second conflict as political.
