Hey folks, I'm back with a few more questions.
Although many folks promoted Jabba's Palace, my gamer group decided that they wanted "Heart of the Empire."
I have a few extra bucks and was going to add one or two small expansion packs. They really wanted Darth Maul. I was thinking Han Solo and maybe the C3P0 and R2 packs. Are those the best blisters to go along with the Original Campaign and the HOTE Expansion??

To win R2-D2 and C-3PO the rebels need to win a side mission which needs tiles from Twin Shadows. Unless you house-rule.
Are you going to run the core campaign? What were the main reasons to get Heart of the Empire then? Heroes, imperial/mercenary units?
My group is burning through the original campaign and wanted an expansion. They do not play skirmish YET. I gave them a choice between Jabba's and HOTE as both were highly recommended. I wanted small expansions that the kids could use in either campaign...that's why I chose Han and Darth Maul. If C3P0/R2 are no good for us, then should I get a different blister pack...like Ashoka or Palpatine??

I'd agree that if you want some ally/villain packs stick to ones released with either Core or the Expansion box youre getting.
some of the non-unique packs are also usable with core, such as Hired Guns, Alliamce Smuggler, Wookie Warriors and Stormtroopers. Also Jawa, Hera & Chopper and Bt-1 and 0-0-0.
in the end, it's really up to you which figures you want to see in play.
even if they require a map tile not from core/your expansion, you could just house rule them as available without the need to play their mission...
I would go with Maul and Ahsoka since you have HotE.
If your group chose HotE over Jabba's Realm, I'm gonna go out on a limb and assume that they're fans of the new canon, including Rebels. Hera and Chopper are compatible with the base campaign, and could be a lot of fun, if they like the show.
