Which Han's card?
If his command card: command cards are played on a figure matching the restriction box. If Han has been defeated, he's not on the map, and you cannot play a card "on him".

Edited by a1bertIn a recent game, I was able to mitigate the loss of Han by using black market prices to sell the command card back for 2 points.
