INTIMIDATING HIDA ???

This is a 2 prong question. I'm pretty sure I know the answer but would like verification.

I had two of these in play (Intimidating Hida). My opponent had no characters in play and couldn't bring any into play.

The card reads Reaction: After an opponent passes on declaring a conflict - that player loses 1 honor.

So question 1 is, if he couldn't declare an attack due to no characters in play , does that constitute as a pass?

Question 2 is, since I had 2 Intimidating Hida's out, would he loose two honor? In other words can I use both Hida's reactions?

I think the answer is yes to both. Please advise?

They're both yes.

If a player doesn't use an opportunity to declare a conflict they "passed" it regardless of whether they potentially could have or not.

You can have two copies of a card with a reaction ability react to the same trigger.

I just have one question for you:

EXPLOSIONS??!?!?!!!?

I just googled "Mr. Torgue Bordelands art", and did a quick crappy manipulation of this picture (cropping him from the background, and adding the Crab mons), using paint.net

Due note that these reactions are once per turn, so even though they can both fire for the opponent passing once, if they pass again neither will get a 2nd activation on the same turn.

Unless you Calling in Favors a Way of the Dragon or something.
