Golden Plains Outpost Action

Hi,

when triggering "Golden Plain Outpost", the Unicorn stronghold, to what does "choose a cavalry character you control" refer to?

1) Can I choose a faceup character card (with the cavraly attribute) in one of my provinces?

2) if so, do I have to pay the cost of that card?

There's a general rule in the Rules Reference that says cards can only affect other cards that are "in play", unless they explicitly say otherwise. "In play" usually means in your home area or in a conflict. Your discard pile and cards on your provinces are not in play.

So, for Golden Plains Outpost ( Action: During a conflict, bow this stronghold. Choose a Cavalry character you control – move it to that conflict.), you have to choose a character who is in play, which pretty much means it can only affect characters in your home area. It does not let you play characters out of your provinces for free or any other such shenanigans.

Compare the card Charge ( Action: During a conflict, choose a character in one of your provinces – put that character into play in the conflict.) which explicitly references cards in your provinces as valid targets.
