Horrific Rumors Tactic - Use?

This tactic card says something to the effect of, 'place an enemy's activation token somewhere they don't control' I believe. I am not sure what the use of this tactic is? If an army can move through an area where there is an activation token, then you're not stopping them.

Oh wait, I may have just figured out my own question. By placing an enemy's activation token in an area, you are preventing them from moving into it. The area would already be activated, so they could play a Mobilize or Conquer to get their units in there.

Does that sound correct?

Correct. One major use is to place the token in one of YOUR areas - thus effectively protecting the area from them.

Basically, you would use this to keep an enemy unit out of a certain area, maybe because you want to go there without opposition, or because you don't want to be attacked in that area.

My friends and I were also wondering what the use of this card was, and decided it was too niche to be of any real use.

I just checked the rule book. Page 17: "A player may not activate an area that already contains a friendly activation token."

That card just got a whole lot more useful.
