when you reveal your maneuver, instead of performing your chosen maneuver you may perform a white (0) stop. Then recieve one stress token.
sounds like a TIE only inertial dampers.
Honestly, since all fighters are hybrid exoatmospheric/endoatmospheric ships with repulsors built in, theoretically all ships should be able to cut throttle and pop a hover in the right conditions, but that gets kind of weird with the way the system is designed to implement combat maneuvers and model a 3D space in 2D.
(Also, not playing BFII yet, are we sure it's an actual dead stop/all stop and not just you top gunning and doing a hypothetical 1 forward while the enemy overshoots?)

It was in scenes where the ship was in "hover mode", attacking ground targets.
No Battlefront in X-wing.

Oh yeah, then that's just operating on repulsors. I think you need to be near a surface for that to work. TIEs have been shown doing that before BFII, and sometimes other ships do it. This falls into "listen star wars physics are weird and we have to make them work with plastic spaceships".
