People seem to be so extreme in their reactions these days. "My unfairly efficient and under-costed list was brought back in line--the world is ending!!" Come on now, really?
Scum is so strong. I love flying with and against them; they are awesome. Your friend has to see this for himself, and when/if he does, he'll be a better player.

Instead of complaining, I'm simply adapting. I probably will never fly two jumps in a list (I never bought a third) again but I'm looking for ways to still use them. If I play with other things too that's awesome - I like flying all the things. My favorite part about Jumpmasters is gone (I really liked them as a torpedo carrier - went to build a funsies epic list and when I wanted a torp boat I almost went to one and said wait, I can't dang it), but the chassis can still fly as something else.
Tell him to tweak his list and play style. Find the next thing. I've dabbled with a little of everything, and while I haven't yet found my next "thing" I'm having fun trying more ships.

Umm, what? With the exception of expertise for Dengar, everything you need for a Jumpmaster is in the JM5k box or the most wanted box.
Just one example.
Really, what cards does he want to use with scum that don't come with any scum ships? All the illicits are from scum, their crew choices come from scum packs, etc.
And if you're not playing in a tournament, just print out whatever upgrade cards you want and use them.
Sounds like your friend is just making up excuses.

Got to agree. You've done all you can to salvage this guy. Time to cut loose and find some new friends to play with.
Jumpmasters still have a ton of utility thanks to the combination of Intel Agent, barrel roll and Rigged Cargo Chute. Add an EPT like Adaptability or Intimidation to the list, and maybe some APL or Ion Projectors, and they can still easily earn their points.
So here's some possibilities:
1. He's right. Scum sucks now. (I think this is pretty objectively absurd)
2. He's wrong and doesn't realize it.
3. He's wrong and doesn't care to realize it.
A lot of people playing this game (and others) fall into the 3rd category and it is a difficult subject to broach. When faced with blaming themselves or blaming circumstance, people tend to blame circumstance - especially in the moment. Many people don't embrace the introspection that is required in these games to get better and instead choose to point at the game itself for why things don't work.
If your friend falls in category 2, time heals all wounds. He can be convinced of the truth. If your friend falls into category 3... To what extent? Is he a rager? Does he tend to tilt and have trouble managing his emotions or expectations? If rage is an issue, is he more reasonable while not playing? If yes, build lists out loud with him. Talk over strengths, weaknesses, tendencies....
...Though seeing the attitude towards proxies is concerning. From my experience people who think this tend to have the attitude that he payed, you should have to as well. They can't get past that someone else could get for free what they have paid for... It's selfish.

How is proxying cards in any way like mixing squads or attaching illegal upgrades? (Both of which I'd probably be fine with, personally, if it was a casual game and my opponent was upfront about it.)
If that really is the worst thing in the world, how big is your gaming group? Is there anyone who could loan the cards? Or is that also a major ethics violation?
Me: be patient with him and show him better list building techniques.

My casual game night has three of those guys.
Nobody can ever use the “I don’t own that card” excuse for losing, especially since one of us always uses Z-95s, one always uses TIE Bombers, and the third only flies Imperials, so most of our “meta” ships and cards are always available!

I don't know if we have anyone quite that dedicated in our group, but we do have a large enough group that there's almost certainly at least one of everything floating around if someone wants it.
A few weeks ago, one of the players was looking at his squad, and said to himself, "Oh, shoot, I forgot Wedge..." Immediately there were three or four of us digging through our respective collections to see who could be the first to find both card and cardboard so that the guy could play the squad that he clearly really wanted to play.
I guess the best part is that I now have like 12 copies of Stealth Device, so anytime somebody needs it, I can just give them one!
