Reprieve

Would card also act as a fate token in the fate phase?

Yep, kinda.

It keeps your character around for an extra turn, the same way a fate token does, but that's as far as the similarities go.

So long as you have attached Reprieve earlier in the round/game, you can trigger its Interrupt in step 4.2
(You cannot trigger it from hand)

4.2. Discard characters with no fate

In player order, each player discards each character he or she controls with no fate on it. These characters are discarded one at a time, in the order of the discarding player's choosing.

While there is an action window in the Fate Phase, it occurs after fate is removed, and characters leave play. (after step 4.4)
