The text of the card doesn’t seem contingent upon having an attack; so if you really wanted to do a 1 straight, could you trigger Feedback to take the ion? (And then PRS to get the damage back)?
Do you have to have a target for feedback array?
During the Combat phase, instead of performing any attacks, you may receive 1 ion token and suffer 1 damage to choose 1 enemy ship at Range 1 . That ship suffers 1 damage.
The bolded phrase would imply that if there aren't any, you can't do it.
