To be fair, I’m shocked that she has real feelings for Hotaru, and is not just using their romance to manipulate her. Well, or at least not to manipulate her as much as she think she’s doing.
It’s one of the few points that save her in my opinion.

Honestly I'm relieved by it. If there's one thing I've learned, good writing requires that even your villains need to have some sort of redeeming qualities. Otherwise they're more a monster than a character.

I think it's just Kachiko trying to guess the future based on what she knows and could happen. That includes Kaede and Toturi actually getting married and not pulling off a curved blades, which would weaken Phoenix-Crane ties. Or so she hopes.

Kachiko seems to have greater ambitions in mind. Shoju seems to want the Scorpion to take a back seat.
If that is the case, why would Shoju recommend another Scorpion to a position of power? By doing so, Kachiko thinks Shoju is on her side. It gets the Emperor to make a different decision, and sets Kachiko on the road to treason.
Is Shoju setting her up? If he can control the damage he can get what he wants.
Hrm, if Kachiko takes matters into her own hand and gets rid of the current emperor, things could be very interesting. Especially with how the youngest brother is thinking..

As I understood it, Shoju just recommended the Emperor for the Emerald Champion position to be filled as soon as possible. He didn’t recommend anyone for that position, that was just Kachiko.
In fact, they discuss this same issue in the The World, A Stage fiction, and Shoju even seems to disagree.

The game of Go seems like a trap for Kachiko and a warning for the Emperor. The Emperor is used to losing to Shoju? Kachiko and Shoju are of the same mind? 6 steps from a huge lead, provided no errors?

And seeing that every art so far in the fictions is from a card, they're probably right.
So far all of the new 5 costers have been from different families than the champions. That may just be coincidence, but I would expect Yogo Junzo (maybe Shosuro Hametsu) first. Kachiko may also be a 4 cost character.
