Frankly I think you're on thin ice with that interpretation simply because if it worked the way that we all know it should (i.e. it's active during the activation phase like the card says) then there would be no need for the latest FAQ and indeed I'd argue the way they have worded the "clarification" implies that interpretation is actually not correct. It's not really analogous to Quickdraw's FAQ since Dash's FAQ specifies new timing windows that are really in conflict with the one on his card while QD's clarifies ambiguity around when you check for the trigger in the flow chart (but the trigger is the same).
Anyways this is more than enough talk about Dash, but suffice it to say the latest FAQ does the opposite of clarify... I can't think of a single case that was ambiguous before that it makes more clear while conversely it really does open up a lot of this sort of thing for debate now.
