Edited by Shosuro NasunakaNo, you can only use a single copy of a specific province, as specified in the rules. They're talking about how seeker of fire lets you use 2 fire provinces, rather than having to use just one of "these" (the fire) provinces.
Yeah, i reread their article and when they said you could have two of the province, i checked the unique section of the rules, and then the province section.
Then i posted.

Well in all fairness to you, it wouldn't be the first time an FFG article gave bad information. And the wording wasn't very clear, either.
Strongholds are unique and have the unique symbol.
Provinces... don't... for some reason??
Any theories as to why?

My guess is future card effects checking whether cards are unique.
It wasn't worded the best. The paragraph reads:

I believe that it was referring to 2 of the mentioned provinces: Blood of Onnotangu, Night Raid & Meditations on the Tao.
Also, adding to the confusion, you get three of them in Dynasty packs because.... why?
Because given that a pack is required to be assembled from three identical sheets, it would actually cost more (in the form of labor) to include only one.

What Funkula said. It's a cost management thing. I've done some (amateur) game design, and managing sheets is a real pain in the rear.
