Unlike all other "recover a shield" cards I can find (except for Miranda), this does not say: "Up to your shield value."
Could you:
-Use this with Shield Technician to perform a recover action, spend no energy, and get a shield, even if you're at full shields?
-Do a recover action (which gets you to full shields), and get an extra shield which would exceed your shield value?
No. Up to your shield value is a general rule, it's included on regen cards as a reminder, but it's not necessary.

Replying to the bold text. I see no reason why not
(so long as it doesn't go over your shield value)
. You can spend TL's to re-roll 0 dice, spend focus tokens to modify 0 dice, guess 0 results with C-3PO etc. so I see no reason why you cannot perform a Recover action to recover 0 shields using shield tech. In the absence of an official ruling i can find; I'd be inclined to say, yup, that works!
EDIT: Didn't clock the bit about "even if you're at full shields" on my first glance.
