Beginning of activation conflict

Our group had a rules question regarding a conflict between Jyn’s Hair Trigger ability and Palpatine’s Tempt ability.

RRG, Conflicts p9:

“During a skirmish, mission rules are resolved first, followed by effects from the player with initiative, then effects from his opponent.”

RRG, Interrupt p15:

”When resolving an interrupt ability, players pause the current action of the game and resolve the interrupting ability.”

In the beginning of Palpatine’s activation, Jyn has 5 damage and LOS to the emperor. Palp wants to tempt her, and Jyn wants to hair trigger the emperor. Does initiative determine who can use the beginning of activation ability first, or does the interrupt ability pause the game state until it’s resolved?

Yes, during skirmish the order of Tempt and Hair Trigger depends on the initiative.

In campaign it would be Tempt first (imperial), then Quick Draw (rebel).
