I have tried to find an answer online, but I can't seem to find this one out...

My question is, if you have a target lock on say "Target A" but this round are wanting to fire at "Target B" is this legal? As you need the target lock, first off to get this thing to fire, ok (check) then if the defender is inside your primary arc, you may reroll...etc.., ok (check). So why or why not would this work? What am I missing here? As far as I can see & understand the only condition seems to be Target Lock for the 1st part and Primary Arc for the 2nd benefit. Where does it say that the "defender" has to be the very one that you have the target lock on?
