Best random encounters method for movement?

What are some good systems for random encounters with movement. Like when you move and do not land on an encounter jewel?

I'd like to do this without a threat track/pool.

D10 or Movement dice would be the preferred mechanic to determine this.

One of the typical one I've seen is to roll the movement dice and the number of certain terrain type that comes up is how the difficulty of encounter is determined. Which type of terrain is the issue, for the type that's least on the dice is the type that should produce the toughest encounters, but it doesn't always work that way by some methods I've seen.
