What happens if I use Vizago and I have an Illicit Token on. Does the new Illicit keep the token? Does the Illicit token get discarded and now my ship has two Illicits?

Cikatro Vizago

When an Upgrade card is replaced with another Upgrade card of the same type, the new card needs to obey any restrictions for deployment (for example: " Scum only ," or " Small Ship only ."

If Cikatro Vizago is used to replace a Cloaking Device, the effect of the text of Cloaking Device stops and if the ship has a cloak token, that token is not discarded.

Jabba the Hut

Any ship that has an illicit token may use it as described on the Jabba the Hutt card (that ship may discard an illicit token from a card instead of discarding the card). Illicit tokens can be spent for their effect even if the ship with Jabba the Hutt equipped is destroyed.

It rules out having two illicits. But doesn't tell me if my new one will have an illicit token or not.

Jabba clearly says "When you equip this card," referencing the setup phase.

That is the ONLY time that Jabba allows you to do the rest of that sentence on the card... "place 1 illicit token..."

With the card as written, and nothing new to override that. I would say that any card replaced with Cikatro Vizago will not have an illicit token, since Jabba only allows the placement of illicit tokens at the time that the Jabba card is equipped (setup).

So you would take away essentially 2 illicits for 1 new Illicit?

Or you would get one use out of the illicit you will end up discarding for the new illicit. That way you get, for example, one use out of your Hot Shot Blaster before swapping the faceup card for a Cloaking Device - without Jabba you wouldn't be able to use the Hot Shot Blaster before discarding it with Vizago.

EDIT: However, from an opinionated standpoint, I think 8 squad points and three crew slots is not worth the effect in a standard 100pnt match - in a 300pnt epic or 400pnt team epic match, yeah sure. But it seems highly point and upgrade slot wasteful for a competitive list.
