I have decent size rebel and imperial collection. So I'm torn between the ghost and upsilon. Which one is the best value?

Both are great. The ghost is more competitive because it comes with a ton of meta relevant cards but the Bat-wing grants you Kylo and some fun epic/casual pilots.

Ghost gets you Sabine...

Upsilon. It's fun and has Kylo.

... to be fair, it (Ghost) gets you a good selection of crew and bombs too.

And VCX get more table time than the Oops shuttle lately.

Yes.

Ghost box also nets you 2 ships

And gives you somewhere to dock the new Phantom shuttle in Dec.

Now, all that being said (and on the topic of Dec releases) perhaps you should wait until the Silencer preview article to see if it'll synergise well with the Upsilon.

Honestly, I think the Ghost is the better buy, but you really do need both. Ghost is future proofing for the next wave, and it's really a great ship to fly. Upsilon shuttle is thematic and fun, and it comes with a solid crew card for your Imperial squads. But I think the ghost has a hair more playability than the Upsilon.

Also, the Ghost comes boxed with a fun mission that's very Rebels season 1. Upsilon did not include a mission :-(

I have found the Ghost to be great fun, and it's got a range of builds you can run with. Can't speak on the Upsilon, haven't played it.

It boils down to personal taste, i think. Both expansions are great.

Both are quite tourney relevant, ups through kylo crew, ghost through sabine and as a ship (kanan or lothal reb).

Hux and stridan are INCREDIBLY strong in epic. Both ships shine as a gun platform in epic, the ups more so.

In casual, both ships are mighty fine.

So... do you enjoy REBELS or the new trilogy more?
