The capital of Rokugan is Otosan Uchi. Otosan Uchi has an inner city called the Ekohikei. This inner city is surrounded by a magic wall called the Miwaku Kabe, and within these walls are the 4 inner districts Chisei, Karada, Hito, and Kanjo along with the actual Imperial Palace.
These all got a card in the Imperial cycle so I think they're done with it. There aren't enough inner districts for each clan to receive their own card for them.

I figured they could have done something with the Districts outside the inner city, but I'm not that torn up about it.
At least we got a Magistrate and a Seal for each clan.

Well they could have ... but those districts aren't as fixed by clan as the inner districts are. They could have made these the first multi-clan dynasty cards though considering every clan has their embassy within one of these 4 districts, even the minor clans have an embassy in there.

Considering all of these cards are limit 1 per deck I'm glad these stopped where they did, and hope they never do this again... limit 1 per deck cards can create an extremely swingy meta if they have any reasonable effect on the game.

Yeah, it would have been nice to have the Phoenix "favor discard" ability on a character, even a unique character, rather than a 1 per deck holding. Guess it's one of those swingy cards you're talking about, or at least the devs thought it might be.

In the CCG, "unique" meant "1 per deck" (decks were also 40 cards with a 3 copy limit). AEG later introduced "singular", which meant "1 in play" (much the same as "unique" in the LCG). I'm glad that 1 per deck cards are an exception rather than a common occurence.

Bit of a late reply, but at least Seal of the Unicorn (Imperial Cycle #118) calls Shinjo Altansarnai "Khan of Khans", among other titles.
