Need an Explosives card to go with that harrier. The harrier itself looks to be a fun card for many decks; she's cheap, has low influence, and shores up a few of the other cards that are splashable or not.

But I don’t wish to splash Crane into my deck.... they’re too high maintenance, with their mirrors, perfumes, hair dyes.... ?

Low influence does not matter since she only works with Crane characters.
If you just want to build an amusing Shinobi deck, you add the Harrier to a Scorpion deck and play with Smoke and Mirrors.

I'd be wary of a card that bows to make all my people immune to bow, because bowing is a cost for some rather useful tricks, like high kick. What I'd prefer in this case is a cure over a preventative measure: "Action: bow this card - ready all your cards with the monk or tattooed trait, or cards with a monk or tattooed card attached" or something like that. Of course that might be a bit overpowered, but even if it was just something that readied one card I'd take it over making my stuff immune to being bowed as a cost, much like how I didn't like the northern wall sensei because his ability made the target immune to my events as well as my opponents.

If Dragon ever sees the art on the card, they will declare war on Crane (as they did in OLD5R times)

Makes sense with the ability, too. Can't have stinky Crane characters, but someone has to sacrifice their fresh floral scent to deal with the odor.
It could also be evidence that needed to be disposed of, of course if they are keeping the existing justice system from old5r the kitsuki are the only ones who ever cared about the little things like physical evidence and incontrovertible proof, so it is entirely possible that no one would bother with disposing of incriminating evidence when they can just have more samurai caste level witnesses testify in their favor.

Gunpowder was the openly stated reason for Dragon going after the Crane, but the real reason was that the Crane were attempting to use the Anvil of Despair.

I think you're selling it a bit short. It's 'just 1', yes, but in can be used in two conflicts per turn, and it won't get discarded along with some character running out of Fate if used correctly. It's obviously not something that can turn Unicorn into powerhouse by itself but I think it'll see play.
I know Ujiaki has been spoiled earlier but that guy is pretty crazy. Especially with Bushi/Courtier traits. Just fetch two more Bushi and drop For Greater Glory. Lion was already arguably the best Clan in the game and they get what looks to me like the best card of the cycle out of those we've seen spoiled so far (unless I'm forgetting something).
