You "may" discard the card in the province (RR-Step 3.2.5). They probably just forgot.
They mention in the Dragon vs. Unicorn episode that discarding the card is only optional. So I'd say they just missed the opportunity.

As a general rule, don't discard a face-down card when playing against Lion or anyone running a Keeper Role... you essentially just provide them with more usable cards in their discard pile.
