Any character currently in play in your current game.
Look at the ability " Action : Choose a triggered ability printed on another character – this character gains that ability until the end of the phase. (Max 1 per round.)" Choose means you need to target it, and you can only target things that are in play, unless the ability specifically refers to out of play areas.
Thank you, that makes more sense now. I've gone back and found "choose" in the rules reference.
Yokuni is complicated.
First, you can select any 1 character in play except for another copy of Yokuni (if you're in a mirror match).
It is limited to " Max 1 per round." This means that, if you have Way of the Dragon attached to him, you cannot use his ability twice. It is also why you cannot target another Yokuni. Current RR, page 10: Max X per [period]

Also, it is Triggered Ability only, so it is just the ability that begins with Action: , Reaction: or Interrupt: .
I don't have the link, but go to FFG's Facebook (or maybe it's their community page?) and watch the L5R vids. Specifically the Dragon Clan one. It walks through how you play Dragon and interoperate "Max X per [period]."
Also (I think in that same video) they address 2 related points:
Quote" Action: While this character is participating in a POLITICAL conflict, spend 1 fate to an unclaimed ring – look at your opponent's hand. Choose 1 of those cards and discard it. (Max 1 per conflict.)"
This ties to that restriction of "Max X per [period]." Each player can only use this ability once per political conflict, regardless of how many Kitsuki Investigators they have in the conflict. This is because it ties to the " maximum number of times that an ability may be initiated from all copies (by title) of cards bearing the ability ". Max X (1) per player per card by title. This means (again Brad Andres sites this in the FFG series) that Yokuni may copy the ability and both he and one Kitsuki Investigator may use it the same conflict.
I think that's all of the interesting limitations and loopholes of Togashi Yokuni. In the core set at least.
