I'm running TBC with Harpoons at an upcoming tournament. Should I run him with VI for PS 11 or Deadeye because some of these big ships are running Countermeasures?

No, out-PSing Nym is a lot more valuable at the moment.

Yup. Countermeasures just aren't common enough to worry about too much, compared to PS9 and 10 pilots.

Dash uses them occasionally, Dengar uses them occasionally, but otherwise they're just not really seen.

Also DE in this build is a one attack trick. VI has use all the time.
