It seems there have been some leaks (that I didn't see so no idea about other stats and powers) about a 5-cost Unicorn with move-in/move-out power on top of Tadaji, a 5-cost Scorpion with 6 Pol and a kind of Outwit power and a 5-cost Ikoma Lion.
No idea about the veracity.

I hope so, both for Unicorn's sake, and also because Dragon getting a decent but not especially good new character (the 4-cost Kitsuki) as their special unique this cycle would be silly. Mitsu, please, or at least Hitomi. If the 5-coster has to be a new character, maybe Masashige since he's the Mirumoto Daimyo this time.
I'll be somewhat surprised if Scorpion's 5 cost isn't Kachiko.
I think what Unicorn really needs are two things:
1) A couple of solid 2-3 cost characters with proactive abilities that directly help them win a conflict.
2) Some reactions that give genuinely good benefits for moving into (and maybe even out of) conflicts. Sure, Crab have to 'kill' their own people to make their reactive bonuses work, but that's usually easy to do without really giving up anything, and some of the bonuses are excellent.

I have to hold you there for a moment, fellow Dragon. Now that we are Seeker of Fire, Kitsuki Yaruma is mad economy. We can potentially get the Fate for our Fire provinces multiple times per game while keeping pressure on our opponent (especially if you chose the Fire provinces that fire when revealed), and he has Courtesy to boot, so you do not have to feel too bad about cycling him in and out quickly.

Yes, he's decent. He may even turn out to be very good in some decks.
However, given that Dragon's "Second" theme in the core set is monks, and I far prefer playing monks:
- The whole "spend your own fate to put fate in rings and get a so-so benefit at some point" needs a lot more work / support.
- The new 2 cost monk from the Imperial Cycle looks rather weak.
- We're getting a 'bow your monk in this conflict to bow an opposing guy and shut off its abilities" card, but Keeper Initiate would have been the best card to use it with, and we won't have access to it now.
Also, Togashi Mitsu > just about everybody (although once the "tamashii" retcon happened. he was a bit less awesome, fun kung-fu fights with Kokujin aside).
